Governance Structure

Three bodies, distinct roles, and a clear separation between oversight and management.

Roma Versitas Albania operates under a governance structure designed to ensure transparency, accountability and effective decision-making. The organisation is composed of three main bodies, each with distinct roles and responsibilities.

General Assembly

The highest governing body, composed of all members. It elects the members of the Advisory Board, appoints the Executive Director, and approves the organisation’s strategy, annual plan and budget.

Advisory Board

Five members elected by the General Assembly. It is the decision-making body between General Assembly meetings, exercising all decision-making powers except those reserved to the General Assembly by law or statute. The current Advisory Board includes three Roma members.

Administration

Led by the Executive Director with the support of the Finance Officer and the Secretary-General, and responsible for day-to-day management of the organisation and its programmes.

The association is governed by three organs — the General Assembly, the Advisory Board and the Administration — as set out in Articles 10–20 of the RVA Statute, under Albanian Law no. 8788 and no. 8789 of 7 May 2001.

The highest organ of the association
Composition and meetings
All members of the association, one vote each
Meets once a year; members notified 14 days in advance
Convened by the Executive Director, the Advisory Board or one fifth of members

Advisory Board

Executive Director

Elected by the Assembly for a four-year renewable term
Runs day-to-day activity and heads the administration
Represents the association to third parties
Approves and signs all acts issued in the name of RVA
Chairs Board meetings and reports decisions taken
Coordinates members and any other advisory bodies
Hires administrative staff with the Board's approval

Finance Officer

Elected by the Advisory Board
Responsible for all expenditure and financial documentation, under internal procedure and Albanian law.

Secretary General

Elected by the Advisory Board
Manages projects and departments, keeps the minutes, the book of decisions and the register of members.

Departments

Created at the Secretary General's request with the Executive Director's approval, to deliver projects and programmes.

Territorial branches

Established by the Advisory Board; each with its own coordinator and an approved annual plan.

Staff and volunteers

Engaged under contract by the Executive Director with the Board's approval.
